River Basin Authority of Liri-Garigliano and Volturno Rivers, Italy

The River Basin Authority of Liri-Garigliano and Volturno has been established in 1989. It is a national relevant basin authority and  the only one in southern Italy

The main competencies are focused on planning and management activities related to flood, landslide, water resources, environment.

Since 1989, Basin Authority has realized plans and specific studies in order to define a strategic approach for natural resources and environment government, supporting other local public bodies. The most relevant planning activities have been:

  • Landslide risk plan;
  • Flood risk plan;
  • Water resources government preliminary plan;
  • Coastal erosion management plan.

Moreover, these plans have been updated and integrated for specific areas implementing detailed studies, realized establishing partnership with many other public bodies (Regions, Provinces, Municipalities, Environmental Protection Agencies, etc.) and research center (Universities, Research Institutes, etc.). Since the starts of its activities, River Basin have realized plans and studies individuating and involving stakeholders in order to define a participated planning process.

Basin Authority have been individuated by Environment Ministry as responsible for River Basin Management Plan (Directive 2000/60/CE) and Flood Risk Management Plan (Directive 2007/60/CE) for Southern Appennines River Basin District. This district has a surface about 68.200 km2 and includes territories of 7 Regions in Southern Italy (Abruzzo, Basilicata, Calabria, Campania, Lazio, Molise, Puglia), with almost 15 millions of inhabitants.

River Basin Management Plan has been completed in February 2010, and now is in progress a plan update, in order to match deadline for intermediate reports and to acquire or update information for new plan to be realized in 2015. The activities for Flood Risk Management Plan started at end of 2010 and now are in progress, and have been completed some of the intermediate tasks.

It is also important to underline that a specific information and dissemination process have been defined for RBMP and Flood Risk Management Plan. Process have been defined following European requirements for public participation activities.

Project Description

The project will develop a methodology for control of non-revenue water in water supply systems, by implementation of the following:
- water balance in water systems using GIS-based maps;
-appropriate performance indicators;
- a decision support tool and a prioritized list of measures for controlling water losses, adapted to regional conditions.
